SIMS (Steel Import Monitoring System)
SIMS is an online portal managed by the Directorate General of Foreign Trade (DGFT) that requires importers to submit advance information about steel imports. It provides the government with real-time statistical data to monitor import trends, prevent dumping of substandard steel, and protect the domestic steel industry.
It is mandatory for all importers of iron and steel products falling under ITC (HS) Chapters 72, 73, and 86.
Timeline: Registration must be done no earlier than 60 days and no later than 5 days before the expected arrival of the import consignment.
Validity: The registration number (URN) is valid for 75 days.
Exemption: SIMS is generally not applicable for goods imported via Air.
Required Documents
Active IEC: Import-Exporter Code linked to the DGFT portal.
Digital Signature (DSC): Class III DSC for secure login and signing.
Commercial Invoice: To extract quantity, unit price, and currency details.
Proforma Invoice/Purchase Order: For shipment specifics.
Technical Details: Including the grade of steel and the Mill Test Certificate (if available).
Packing List: To verify weight and packaging types.
